What is the ZBEDEP Madrid Central and where is it?
The ZBEDEP (Special Protection Low Emission Zone) is an urban area with stricter restrictions than Madrid's general LEZ. Madrid Central is precisely the ZBEDEP covering the Centro district.
Its exact geographical boundaries are:
- North: Gran Vía.
- South: Ronda de Atocha.
- East: Paseo del Prado.
- Oeste: Cuesta de San Vicente.

Which vehicles can drive through Madrid Central?
Only vehicles with ECO and ZERO stickers may circulate freely, along with a number of specific exceptions:
ZERO sticker (electric, hydrogen)
100% electric vehicles, hydrogen-powered vehicles, or those with a range of over 40 km in electric mode. Blue DGT sticker.
ECO sticker (hybrids, LPG, CNG)
Plug-in hybrids, non-plug-in hybrids, and vehicles powered by LPG or CNG. Green and blue sticker.
C sticker — registered residents only
Vehicles with a C sticker (green) may only circulate if they are registered as belonging to residents officially registered in the Centro district.
ECO/ZERO motorcycles
Motorcycles are also subject to restrictions. Only those with an ECO or ZERO sticker are permitted to circulate.
Historic vehicles (30+ years old)
Vehicles over 30 years old that hold official historic vehicle status and the corresponding authorisation.
Reduced mobility vehicles (PMR card)
Vehicles displaying a reduced mobility card are authorised to enter regardless of their environmental sticker.
Essential services (ambulances, fire services, etc.)
Emergency vehicles, healthcare services, fire brigades, security forces and municipal services.
Licensed taxis and VTCs
Taxis licensed by Madrid City Council and authorised ride-hailing vehicles (VTCs) may circulate without sticker restrictions.

Fines for unauthorised entry into the ZBEDEP
Access is monitored by OCR cameras that automatically read number plates. The fine is €200 (€100 with early payment within the first 20 days). Notifications typically arrive between 2 and 4 months after the infringement. The system has been active since 2018 for non-residents and since 2020 for residents who are not correctly registered.
Exceptions: when you can enter
Registered residents
If you are officially registered as a resident in the Centro district, you may circulate with a C sticker provided you meet the following requirements:
- Mandatory registration: Through Madrid City Council's Electronic Office.
- Limit: A maximum of 2 vehicles per household.
- Guest passes: Up to 20 days per year per visiting vehicle.
- B sticker: Not permitted — even for residents.
- Private car parks: Authorisation may be granted for owners or tenants with a designated parking space.
Registration takes between 48 and 72 hours to become active.
PMR vehicles, historic vehicles and other exceptions
- PMR card: Must be valid and clearly displayed. Authorisation is automatic if the card is registered.
- Historic vehicles: Require registration in the Historic Vehicle Register.
- House moves: Temporary online authorisation available with 48 hours' notice.
- Hotels and hospitals: A specific authorisation system applies.
Restriction hours: 24/7 or are there exceptions?
Restrictions are in force 24 hours a day, 7 days a week, including weekends and public holidays. There are no unrestricted time windows.
Differences between the Madrid LEZ and ZBEDEP Madrid Central
MADRID LEZ (GENERAL):
- Coverage: Inside the M-30.
- Moderate restrictions: affects vehicles without a sticker.
- Variable fines.
ZBEDEP MADRID CENTRAL:
- Coverage: Centro district only.
- Very strict restrictions: ECO/ZERO only (except for specific exemptions).
