What is VMP registration and why is it mandatory?
The rise of responsible mobility has transformed our streets, making it necessary to establish clear rules. VMP registration (Vehículos de Movilidad Personal, or Personal Mobility Vehicles) is the system designed by the DGT to keep track of which vehicles are on the road. Its main goals are:
- Improving road safety: Protecting both pedestrians and riders in urban environments.
- Ensuring technical requirements are met: Confirming that the scooter comes with effective brakes, reflective lights and suitable factory-fitted wheels.
- Preventing modified scooters: Removing dangerous vehicles that exceed legal speed limits from circulation.
The new "VMP licence plate": do I need a plate on my scooter?
To answer your most common question: no. You do not need to bolt on a metal plate like the ones on cars. When the regulations refer to a VMP licence plate, they actually mean two key elements you must always have with you:
- The identification plate (marking plate): Factory-fitted to the scooter. It shows the serial number, manufacturer, model, maximum speed and year of manufacture.
- The circulation certificate: An official document issued by the manufacturer certifying that the model has been approved by the relevant authorities.
Where to get your scooter registered (and how to obtain the certificate)
For many riders, the key practical question is how to get their scooter registered quickly and easily. The answer depends entirely on when you bought your vehicle.
If you're buying a new scooter (from 2024 onwards)
If you bought your scooter after 22 January 2024, the process is automatic:
- Brands are legally required to sell VMPs that are already approved.
- The circulation certificate is included in the box or available to download via a QR code.
- The identification plate comes pre-installed, ready for VMP registration at your local council if required by local regulations.
If you already owned a scooter before 2024
If you bought your vehicle before 2024, the DGT has put a transitional period in place: you can continue riding without an official certificate until 22 January 2027. To get your documentation if your model is road-legal, follow these steps:
- Go to the official website of your scooter's manufacturer (Xiaomi, Segway, Cecotec, etc.).
- Enter your vehicle's serial number in the dedicated portal.
- Download your valid circulation certificate as a PDF to keep on your phone at all times.
What happens if I ride without the certificate or VMP registration? (Fines and penalties)
Riding outside the legal framework puts you at risk of significant financial penalties and having your vehicle impounded. Here are the main fines you could face for non-compliance:
- 500 euros and immobilisation: For lacking the appropriate certification (once the transitional period ends) or for tampering with the software to exceed the legal limit of 25 km/h.
- Between 500 and 1,000 euros: For riding under the influence of alcohol or drugs.
- 200 euros: For riding on pavements or pedestrian areas, using headphones, or not wearing a helmet in urban zones.

Frequently asked questions about VMP registration
Do I have to pay road tax for my electric scooter?
At a national level, the DGT does not require payment of the Vehicle Circulation Tax (IVTM). However, some local councils are considering small local fees linked to VMP registration. It's worth checking the regulations in your municipality.
Is insurance mandatory for electric scooters?
Yes. Under the new regulations, third-party liability insurance for VMPs is compulsory, covering you for any potential damage caused to others and giving you greater peace of mind on every journey.
Where is the VMP licence plate or identification plate fitted?
The marking plate must be permanently riveted or fixed in a clearly visible location. Manufacturers typically place it on the lower part of the stem (handlebar bar) or on the side of the deck.
VMP registration is a quick and essential step towards safer streets for everyone. Keep your paperwork in order, avoid fines and carry on enjoying your electric scooter with complete confidence. Helmet on, and off you go!
